Do all class ones let you know when there are tornado/flood/storm warnings?

Most RR operating rules have a requirement that Dispatchers "must keep informed of weather and unusual conditions that may affect the movement of trains"

the trains need to know it.... in Flora, half the town was under water and it would have been dangerous for the trains too

Sounds like CF Dispatcher giving a Line 3 on an EC-1. Which I am pretty sure would be exactly that, flash flood warning.

Flash-flood warnings put a 40-mph speed limit on the bounds of the order.

I'm not aware of the rules of other railroads.

I just looked. CSXT Form EC-1 has Line 10 as Heat/Flash Flood warning. You might have just caught the end of that.
