The project to add 11 miles of 3rd track using stimulus money has kind of fallen between the cracks given the numerous parties (VRE, VA DRPT & CTB, CSX, FRA) and their sometimes contentious relationship. Way back, I started a thread on this in the VRE forum. Then, after winning a stimulus grant in Jan 2010, in late 2010, VRE gave up on trying to negotiate with CSX and punted to the Virginia Dept of Rail and Public Transport (VA DRPT), because DRPT had more $ to spend, more at stake (increased Amtrak Virginia service to Richmond and Hampton Roads) and greater leverage (through statewide planning and spending).
Even so, the trail goes cold (as far as I can tell) in late 2013, when, in October, CSX requested qualifications from design-build contractors, and in December 2013 when the Virginia Commonwealth Transportation Board committed to contracting for for whatever CSX and its contractor came up with.
Its always been hard to tell whose court the ball is in. Can anyone here add any perspective from CSX's standpoint?
