It seems from looking at pictures that there is shorter 4-ish car trains mostly made of LRC cars, and longer 6-8 car Budd trains with a baggage car on Via corridor services. Is there a difference in service level or schedule, or is it just luck of the draw and consist length in some relation to seats needed that run?

Just the luck of the draw. There are some short (2-3 car) Budd trains and some long (6+ car) LRC consists that run quite often as well - some mixed ones sometimes too. Generally a certain train will run with the same type of car each day and the length depends mostly on demand. For the average passenger there isn't much difference inside between the LRC and HEP II cars. The HEP I Budd cars sometimes used in the corridor are configured for long distance travel.
