Recently, I read that CN is planning to abandon the last rail connection between the U.S. and Canada at Niagara Falls. This is the bridge that Amtrak's "Maple Leaf" travels on, BTW. Is this true, and if so, is it a good idea considering how old the International Bridge at Fort Erie is?

Since CN does not use the bridge for freight traffic any longer and hasn't for years now, it only makes sense that they want to get rid of it. That does not necessarily mean the tracks will be abandoned completely as there's a very good chance Amtrak or New York State will purchase the rights. There is a very extensive discussion on this topic over on the Amtrak forum.
