I understand Carolina Coastal is getting more trackage from NS. Anyone know which trackage exactly and why?

A quick Internet search yielded this information from the DOT's Surface Transportation Board:

Coastal Carolina will be leasing approximately 7.5 miles of track from MP 134.2, Kings Creek, to MP 141.35, Blacksburg, all within the confines of Cherokee County, South Carolina.

You can find the article here:

According to the writeup, they will provide rail service to International Minerals, the sole rail customer in Kings Creek.

Isn't this the line they call the "Extension Cord" line because one of its bridges can't carry two locomotives directly mu'd so they put a boxcar in between them?
