Official paid ridership numbers have been hovering at around 30% of normal, give or take a few percentage points depending on the day, for quite some time now. Yes, certain trains are packed at certain times of day, but it is still largely much quieter than it was pre-pandemic.

There was recent news coverage about TA quietly leaving service cuts on the Fox and Charlie in place. (Read that here: https://www.nydailynews.com/new-york/ny ... story.html)
