It appears to indeed be complete, but it is still closed. So is Lopes Ct, the road that leads to it. https://liveaya.com/floor-plans/#/plan has units available for move-in on 8/24. an employee at the station told me early august, to coincide with the return of near-full service (which is currently scheduled for august 2). view from the station today:

BART: Warm Springs pedestrian bridge to open in fall after long delay
The bridge — which includes a steel truss portion and cable-stayed section connected to a massive white 110-foot pointed pylon — is about 250 feet long and crosses over several Union Pacific Railroad tracks.
Then about how, without the bridge, one has to go a long way around.

The article has an aerial view from some 3 blocks to the west. The Aya (northwest) and Innovia (southwest) apartment buildings look done, but there are some vacant lots near them.

Construction had an odd difficulty. The box-truss span of the bridge was built in Washington State, and it was to be trucked on I-5. But road work on that freeway required detouring into Idaho and Nevada, something that added several months to the schedule. It also caused trouble for scheduling its installation, something that requires Union Pacific to suspend operations on its tracks there.
Even though riders may not see many workers swarming the site currently, work is being done, much of which involves “the communications between the elevator, escalator, fire alarm, sprinklers, the gates, and security cameras” and documenting it all, Larsen said.

“It’s just like if you buy a new car, you get an operations manual, an owners manual that comes with it,” he said.

At long last:
New pedestrian bridge boosts access for thousands of riders to Warm Springs/South Fremont Station | bart.gov - 02.03.22
The highly anticipated Warm Springs Pedestrian Bridge is now open. The approximately 250-foot-long span will better connect the Warm Springs/South Fremont BART Station with the burgeoning Fremont Innovation District by providing direct access for businesses, offices, and homes on the west side of the station. The opening will make it much easier for riders to walk or ride bikes to the Warm Springs/South Fremont Station and is expected to provide a major convenience boost for BART riders in southern Alameda County.

I checked on Google Maps, Bing Maps, and Mapquest to find the state of construction around Warm Springs station. Judging from pictured construction progress, Bing > Google > Mapquest.

Someone mentioned earlier in this thread: Warm Springs Transit Village - Van Meter Williams Pollack LLP and some of the properties are now open: Canyon Flats - Eden Housing and Flats & Multi-Level Condos in Fremont, CA | Metro Crossing Most of that development looks built, but there is a vacant lot in the northern part and a "L" of vacant lots in the southwestern corner.

Looking on the west side, nearby are Apartments for Rent in Fremont, CA | Innovia at Warm Springs - Home and Luxury Fremont Apartments for Rent | Aya Apartment Complex are nearby, and more distant are Lennar and Revo apartments - Lennar | New Homes For Sale - Building Houses and Communities Like the east side, there are several vacant lots in the west side.

Plans for Irvington BART Station Move Forward After Board Vote – NBC Bay Area - February 27, 2020
Final designs for the station are planned for completion by July 2022. If the project remains on schedule, BART will break ground on the station in August 2022, with service expected to begin by August 2026. The entirety of the project is expected to cost roughly $205 million.
That was two years ago. The project's home page - Irvington BART Station | City of Fremont Official Website - was updated much more recently, including last month.
Led by BART, the Design of the Irvington Station is advancing and approaching 90% completion. Construction documents are anticipated to be complete in Winter 2022/2023. Subject to funding availability, and the acquisition of all necessary property, construction could start as early as mid-2024 with the station opening in 2031.

That page also has two inlined walkthrough videos of the planned station. That station will have side platforms rather than island platforms. BART has a mixture of side and island platforms in its system.

Construction they now expect to be over 2022 - 2028, and testing over 2028 - 2030. For construction,

7 years to add zero miles of track and build two at-grade platforms. I guess if it takes 3 years to put up a pedestrian bridge, maybe that's a reasonable timeline…
