Why is a locomotive's weight on the rails measured in axle tonnage and not wheel tonnage?

AC6000cw for example weight fully loaded is 436 000 lbs devide by six(axles) is 72666.6 lbs per axle
devide by 2.2 gives 33.03 metric tons axle load.

Genesis is 289 000 Lbs fully loaded , devide by 4(axles) is 72 250 lbs per axle, devide by 2.2 is 32.84 metric ton axle load.

Yes folk metric thats whats given for max axle load on all railroads in world according to Jane's world railways.
Why not wheel load cause wheels are on solid axle and on same tie, like on bridges atc.
