Another Evolution Series ad

I just opened the latest U.S News and near the front is a Evolution Series ad. The image is a bit blurry and the locomotive has TWO sets of number boards. The lower ones are empty and have no lights in them. What is up with this? None of the locomotive's headlights and ditch lights are on either. Seems to be an ad lacking in several areas.

I saw that same ad in a recent issue of Newsweek. I suppose the average person (non-railfan) won't notice some of the strange things about the locomotive.
