most ofton if the last coustomer stops operations then the railroad shuts down some times its a temporary thing. Outher times its for goood. If the mill closed never to reopen then the railroads Owner(s) can choose to lease there Locomotives, Sell them, Scrap them, or move them to one of the outher short lines that they own.
