Activity on the NJT Hackettstown Line

I searched but did not find anything so here goes:
Yesterday as I was coming through Hackettstown and crossed over the tracks, I saw a long line of Track equipment first on the main by the Station with a number of trucks, a NJT bus and high-rail pickups. Later all the Track equipment was in the old siding just West of the Station.
Any idea what it's all for? I know they have installed cables, presumably for PTC.

Update today, the local Radio station is saying Rt 46 in Hackettstown will be closed tonight until 10 tomorrow in the area of the crossing.
Possible grade crossing replacement?
