I believe this notice is for the unused Southbridge branch , I believe that you maybe thinking of the west end of the old Washington br from Providence?

Last I heard, the New England Rail Car Association, a chapter of the NARCOA speeder owner organization, had negotiated a deal to turn the Southbridge Branch into a trail with rails. Thus tracks will remain with speeders able to operate, and walkers can go alongside.
