How would one find records about who owns the abandoned railway right-of-way from Centre Hall to Mifflinburg, PA?

Same way you find out who owns anything else. Go to whatever county that is and visit their tax assessment office.

Deeds are a matter of public record, but yes you probably have to go to the town hall and look for yourself.
Many counties (though not all) now have online mapping systems that allow you to look up ownership if you have the patience to figure out the system. Union County's is here: http://www.unionco.org/UnionBase/.
