I have looked all over Google and could find nothing about Norfolk Southern's 1999 locomotive order(s). Which number series were the 1999 built C40-9Ws placed in? (I think it might have been the 9200 series.)

Yes, they were in the 9200-9300 series, built from January 1999 to January 2000.
