Is this the same Massachusetts that was turned into a war ship in WWI and sunk at Pearl Harbor, but eventually raised again?

No. This Massachusetts was beached on flats, somewhere (Bird Island in Boston maybe) and burned for scrap in 1903. All that would be left would be the metal parts which were salvaged.
