what the hell is this!?! were these things ever produced in large numbers? where and when did they operate?

The Pennsylvania RR had a 2 car set of them that ran on the Schuylkill Valley branch beyond Norristown, and later, on the Octoraro Branch. The French National Railway had a passenger train set of them, also with 6 tire trucks, hauled by steam locomotives.
The PRR's pair was bouncy, and tires would often puncture after derailing.
