NS 3104/GP40-2 Rebuild Program

I believe I saw NS 3104 at Altoona in August after reviewing my photos. But I cannot find this engine rostered anywhere. I was wondering if it is a GP40-2 out of the GP38 rebuild program. it had a smaller number style on the back numberboards which is all I saw. Also it has the fans like a GP40-2. Does this engine exist and is it part of that program?

There is no NS 3104. The GP40-2 capital rebuild program stopped after the completion of NS 3102 in November of 2008.

After reviewing the picture in more depth and reviewing my notes, I have realized that it was 3184 that I was viewing.
