When the Indiana Full Crew Law that required a 3rd Brakeman if a train had 70 cars or more was in effect, did the B&O have a point near the Ohio State Line where the 3rd Brakeman was dropped / picked up between Garrett and Willard?

I am guessing the 3rd man operated between the Wabash crossing at St. Joe and Garrett.

I do know on the line to St. Louis the 3rd man operated from Shops (Washington, IN) to the depot at Vincennes where the B&O crossed the CE&I. On the Eastern end the 3rd man operated into and out of Cincinnati.
