my understanding is it is just the antenna's , not that they are defective but , not tested right.
they used a single employee on a testing/validator that had not been certified since early 2016.

not really, removing the under car antenna and switching it with a correct tested antenna can be done in any shop and probably a lot of cars per shift .
think major setback is getting proper tested antennas and cost.

If you bother to read article , issue being testing /verifying device not certified since 2016 and only one employee doing testing, no verifications .

The hell of it is that after they're all retested it may turn out they were all OK in the first place, but there was no way of knowing without retesting every one of them.

all Signal equipment, be it Cab signal, ATC or ACSES is pre tested and certified. problem is if you test on a machine that may or may not be within specifications it makes certification worthless.
