On November 1st, Amtrak:

Published a new private car tariff effective 1/01/2019. Base mileage rate increases from $3.26 to $3.67 per mile. The rate had been $2.90 per mile until May of this year. All other charges increase by varying amounts. Liability insurance coverage requirement increases. It also contains a new compliance procedure that will allow Amtrak to discipline the owners of cars where unsafe behavior is documented; this is something that AAPRCO and RPCA were unable to do on their own.

Published an updated list of locations where private cars may be switched in or out of train consists. Jack London Station Oakland CA was added, but only for switching cars OFF trains 11 and 14. Cars may not be switched ON to trains 11/14 at Oakland. The only way out of town is train 6. Jacksonville FL is still not included on the list, despite the local operating people informing senior management that they can accomplish switching cars on/off trains 91/92/97/98 without delaying the trains.

Published a new directive pertaining to qualifications of individuals authorized to perform periodic inspections of private cars. New insurance requirements for inspectors were added, as well as a new temporary permit ($250 fee payable to Amtrak) that will allow a qualified inspector to inspect a designated private car on Amtrak property or at an Amtrak facility. As of today, there are only 12 men in the USA who are authorized to perform periodic Amtrak inspections (PC-1 thru PC-7 series) on private cars.

"Silver Buckle" has been used as the car name in the Conway thread here
Lv LAUPT on # 4(17),relayed to #48(20) at Chicago, dropped at Albany,11/21 relayed to PAR or CP to SLR, to Conway NH.

Sadly this is the 4th ex- CB&Q car to have its last run on the SW Chief,3 0ther CB&Q cars went east to a new home in OHio tourist RR
a month back,an ex-PRR car that was based in Winslow AZ went to a new home east on the Chief as well. :(

SILVER SPLENDOR was the name applied by John Caestecker to the dome coach built as SILVER BUCKLE for CB&Q. Looks like Conway Scenic will restore the original SILVER BUCKLE name to the car. Conway Scenic also owns the former GN 1329 Empire Builder dome coach.

The x-PRR car is the FRANK THOMSON.

I doubt we will ever see those 4 x-CB&Q cars out on the mainline again. It costs a lot less $ to operate at 30 MPH on a shortline than to be certified to operate at 110 MPH on Amtrak.

Any Proof they restore the original name? CSRX tends to name their cars after the White Mountians, people who help run the RR in the early days, or popular local places. GN 1329 became the Dorethea Mae
