Does anyone know the purpose of the small light on the cab that I highlighted in the first picture? I wanna say that I've seen a picture of it lit up orange, but I'm not really sure.

It is a light indicating the ATC (cab signals) are cut in and functioning.

All "foreign" railroads that operate on Amtrak's Northeast Corridor usually have such a light on the side of all locomotives (including cab cars.) This would include, CSX, NS, Septa, NJT, LIRR, P&W, etc. Most freight locos lights are yellow, while the passenger carriers
are lunar white or blue.
