I'm posting this here assuming it's a leftover from Conrail days and not PC or later Allegheny RR.

What does the red/yellow part of the sign mean? I think BEECH refers to a block.

That is a Block Limit Station denoting the limits of the block(s) in dark territory.

It is descended from PRR and PC rules, carried over into Conrail.

An ABL (Approach Block Limit) sign was placed in advance of the Block Limit.
