It seems they wasted no time putting these engines in to service. Starting yesterday( or maybe monday) every west bound mixed freights I see has at least one NS unit. It has also been my very casual observation that the trains seem shorter in the past few days .

Unfortunately I can't answer the question because I don't know what the terms of this arrangement are, but I'll keep an eye on the STB web site and if I see anything interesting I'll post it. (I just searched their site and can't find anything on those particular NS numbers.)
