Did the Pennsy ever propose an additional tunnel(s) similar to what Amtrak is planning for the Gateway Project? The amount of rail traffic between NJ and NYC at its peak must have come close to, if not equaled, current Amtrak/NJT service levels.

As of April 2011, 215 scheduled weekday departures west from NY Penn. PRR never scheduled more than about 130 departures westward.
Does that count of W/B departures include moves up the Empire Connection that don't use the Hudson tunnels?
