Did Penn Central have a GP38 numbered 7786 If so what happened to it?

Yes.

In Steve Odink's Conrail roster it is listed as
7786 GP38 EMD 35415 PC 7786 10/30/84 to CM&W 2032, to GWWR 2032
and
7787 GP38 EMD 35416 PC 7787 10/30/84 to CM&W 2033, to GWWR 2033, to CC&P2007, to PREX 2027
7788 GP38Â EMD 35417 PC 7788 to CM&W 2034, to GWWR 2034, to HLCX (3606), to RLGN 2008, to HLCX 3633
7789 GP38 EMD 35418 PC 7789 10/30/84 to CM&W 2035, to NHLX 7789, to UP 1974, to HLCX 3613, to UP GP38M-3 2415, to 915

However in Don Ross' PC GP-38 roster he says that
7789, Class EF-20, was built in October 1969, #35416, FN 7191-115. It became Conrail 7786, Class GP-38, in April 1976 and became assigned as CM&W as 2035 in 1987 but became National Helm as 7786 in September 28, 1989. It became Union Pacific as 1974 in September 28, 1989, and was returned back to Helm as 3613 as March 28, 1994. It was then rebuilt as GP38-3 as UP 2415 in September 10, 1997, and renumbered as 915 on July 11, 2003.

so, after the CM&W/GWWR a bit more discovery is indicated.
