With all of the stuff we have that is rail related, we don't have one of those so my guess is no, it isn't rail related. It looks like it is a tool that hooks onto something for moving/steering. But the angle is pretty low so that guess might not be correct.

That specific one does not appear like it is a RR tool, but the RR museum in Greenville, PA has a BIGGER version of this. It looks exactly like this except bigger and the 2 wheels are rail wheels with flanges. Not sure what exactly it may be used for...never thought to ask. Next time...

Here's a good rule of thumb... if it's not marked with railroad ID, it didn't belong to the railroad. They put their markings on EVERYTHING (to keep stuff from walking)... lanterns, tools, etc. If you haven't discovered any railroad markings on it, it probably did not have anything to do with the railroad. It actually looks like a farming implement to this "city boy"...
