he did not say it did, he said they wanted to negotiate a new contract, under railway labor act you can not negotiate a new contract or serve terms (section 6 notices) till 6 months before contract ends.

A second NJ Transit rail union has rejected a tentative agreement with the railroad after a Saturday afternoon vote by members.

UTU Local 60, which represents conductors, rejected the offer that averted a March 13 strike. Union representative did not comment on the vote.

On Friday, members of a different union representing locomotive engineers also voted to reject the contract.

NJ Transit officials said the vote doesn't mean a strike will be called immediately.

"The two unions representing the conductors and engineers have the right, under the Federal Railway Labor Act, to request the resumption of negotiations. In the event the two unions make that request, NJ Transit will meet with them," said Nancy Snyder, a spokeswoman. "Under the earlier agreements, there is an additional 60 day cooling off period in effect now, through the end of June, that precludes strikes or lockouts."

Both ratification votes failed by narrow margins, Snyder said.

If there is no agreement and a strike or lock-out occurs, Congress could impose its own settlement under Federal Railway Labor law. Such a settlement would be proposed as a bill.
Congress is scheduled to take its summer recess starting on July 18 and will not return until after Labor Day.
NJ Transit officials agreed to the extension if both unions agree by June 24, said head negotiator Gary Dellaverson, who replied today to the NMB.
Dellaverson told the NMB that NJ Transit needs an answer by June 24 because that is the date it would begin to put an operational plan into motion to make preparations in advance of a possible June 30 strike or lock-out.
I wonder whether a strike or the threat of a strike will get Christie and the Legislature to agree on transportation funding sooner than later.
