reference buses at stations, the Riverline timetable shows there are bus connections at at least half of the stations. I suspect that's the reason they are there, may be laying over or whatever.

They are there in case of a breakdown. I asked one of the drivers of these buses and that is why. Interestingly enough, the bus was wrapped in an advertisement for the RiverLINE.
