Nar, the former (and future?) station there would be affected by changes, say if they re-worked the angle of the 4 tracks passing overhead. Don't wanna build then change. Change then build. There could be utility that needs relocating, there could be geological issues to resolve requiring excavation, who knows. Why tear up a new station when you can simply wait?

Why would they be building a new station? There's a lovely former CNJ station sitting there under used.
