Design the system around 2-4 car trainsets and build stations in the same vein as the D Branch's and you'd have the perfect service for that corridor. It's not the 90s or 2000s anymore, and there are nearly a dozen systems today running either FRA compliant or exempt DMUs stateside with little to no hiccups. If they all can do it (particularly the startups like Austin or San Diego), then there's no reason why the T can't either, other than the will to push for the relatively modest funds needed to do it.
