This station was supposed to be built in 2009, but when the economy tanked the developer abandoned the area

So far, however, SunCal has yet to find an operator for the resort, however, and the VRE station, planned for 2017, is still awaiting a deal with freight-carrier CSX that hinges on an 11-mile double-track expansion that will increase capacity on the rail line.

Groundbreaking on what is now called "Potomac Shores" (formerly Cherry Hill) is today, July 31.
Per VRE website:
Groundbreaking for Potomac Shores VRE Station

Potomac Shores developer, SunCal, will be holding a groundbreaking event for the future Potomac Shores VRE Station on July 31, 2014 at 11:00 AM at 2451 Potomac Shores Parkway, Potomac Shores. Several members of the VRE Operations Board along with Governor McAuliffe, Virginia Secretary of Transportation, Aubrey Layne will be in attendance.

Ok. so Cherry Hill / Potomac Shores is also "contributing" to:

- Second platforms and platform lengthening (to 10 car-lengths) at Brooke & Leland (w/overpass, presumably)
- and it is somehow related to the Arkendale-Powell's Creek 3rd track...but they never quite say if they broke ground on that.

The Potomac Shores station is not expected to start construction until late 2015 and open in 2017, so this was a purely ceremonial ground breaking event. Weird to have one this far in advance, but that is politics for you.

As for the long stalled Arkendale to Powell's Creek 3rd track project, since the new station is dependent on the project, I guess the plan is that the 3rd track will be built by 2017. Found a Progressive Railroading news blurb that mentions the $75 million 3rd track project, but not when it might get started: VRE set to build new station at Potomac Shores TOD. The years of delay is frustrating because Amtrak and VRE could use that 3rd track to reduce congestion and help stay on schedule.
