Loop transfer stations

I was looking at a CTA route map and couldn't help wondering why there are no free transfers offered between Orgnge/Purple/Brown station at Library/State and the Red and Blue line Jackson stations. It seems like a natural, especially for someone riding the Brown line wanting to transfer to the Blue line. Right now they have to go completely around the Loop to get off at Clark and the Blue line transfer.

Does anyone know if a transfer setup is in the works???
