Canal Street is closing, but Proviso isn't according to the statement from UP:

We will also move international volume out of Global 2 (G2) [Proviso], allowing each facility to focus on a specific business segment: Global 4 (G4) [Joliet] will handle predominantly international intermodal shipments, G2 domestic intermodal shipments, and Yard Center [Dolton] auto parts and North/South shipments.
International shipments move to Joliet/G4, and domestic shipments move to Proviso/G2, and the press release says both will see increased volume.

No mention of Global 1 (Western Avenue south of the California Ave coach yard and adjacent to the BNSF mainline)

The press release also says Santa Theresa will start being used to re-block trains instead of just being a refueling point, and they're extending sidings on the Sunset.

Right now, the Sunset only a few remaining sections primarily between Yuma and Maricopa which are single track with sidings, and they've been closing those gaps one by one over the past ten years. It slowed down about five years ago to free up capital for PTC, but now that's done and funds & crew are available again to start double tracking.
