Excerpt: "New York Susquehanna & Western Railway (NYS&W) will receive $4,321,800 to replace Overpeck Creek Bridge. NYS&W will also receive $32,283,469 to replace jointed rail and Marion Yard Interchange tracks with welded rail..."

Isn't the sum of just the NYS&W monies of $4M+ plus $32M+ much greater than "more than $20M" ?

Looks like the $32M+ for the rail replacement is a typo in the previously referenced article. The actual figure seems to be $2.3M for NYS&W rail replacement as seen in this table referenced below. So NYS&W's total grant from NJDOT is approx. $6.6M to replace Overpeck Creek bridge and 5 miles give or take of jointed rail with CWR.

That's still technically a draw span, per 33 CFR 117.738. Needs to open on signal for water traffic on 24 hours notice, and public vessels of the USA must be passed through "as soon as possible".

Does it still open now, and will it be rebuilt as such?

(When they rebuilt the Union Avenue Bridge in Passaic, they made it a fixed bridge and didn't wind up changing the CFR for almost two years, leaving the absurd situation of having the legal requirement in place to open an immovable bridge on 4 hours notice. I don't know where they'd find even that much dynamite in four hours.)
