nickel plate temporary transfer

So lately with work being so slow they been offering temporary transfers for six months which I been applying to and being rejected because they are not offered directly to my terminal. My question that my local chairman or anyone else can't seem to answer is where are the guidelines for these transfers? The last transfer was within the nickel plate and all the guys chosen where younger in senority than me. If anyone could shed some light on the topic it would be greatly appreciated. More than anything I just want to know what my rights are. I just don't understand how they can only make the offer to particular terminals and not agreement wide or division wide. Any information will be greatly appreciated or atleast I can have the piece of mind that they did everything by our agreement.
