Yard diagrams are only given to employees as part of the timetable. They are considered sensitive information, so you are VERY unlikely to get current diagrams.

However there is a, now very dated, copy of Pan Am Timetable No.1 on the FRA website, posted as part of their PTC plan proposal if I recall.

That link will take you to the page from which the file can be downloaded. Its a .pdf and is viewable with Adobe Reader.

Google maps will easily show you the size of tracks, although may not be the most recent version, depending on location.

Main track through or around yards is 10 (except the bypass around Rigby, and Lawrence and Fitchburg yards (60/40 iirc), and track inside the yards is 5.

The long answer short is all movement on non-controlled track (ie yard) is made at Restricted Speed with a max speed noted in the time table with further restrictions in the temp speed summary. There are several yard tracks that are 10 MPH.
