All of the Alco RS-11's during Penn Central and Conrail were numbered in
the 7600 series.

And the 8600 series number is also correct, for a pre-PC numbering. The merger changed those locos, to a 7600 series, to free up the 8600's for another series of locos. The LV units, ex-PRR/PC were also re-numbered, from 8600 to 7600 series, i.e: 7644, you mentioned. (LV 7644)
