Info needed for Baldwin Loco Works S/N 53038 (Ohio Power #3)

I'm looking for any history and info (owners, assignments, locales, dates, etc.) any one can provide for Baldwin Locomotive Works S/N 53038.

It is currently under restoration in Nelsonville, Ohio and last known as Ohio Power Company No. 3. The scant information I have presently is that it may have worked around Windsor, WV, in or around the Beech Bottom Power Plant and that it was built in 1920.

Any help would be greatly appreciated!
