The main difference would be that most subway and commuter rail MU radios are capable of operating only on the few channels used for their own system.

Most locomotive radios used in mainline service meet AAR specifications which means capability of independently selecting transmit and receive on any of the standard 97 AAR radio channels and includes capability for selectable single tone and DTMF signaling for dispatcher call.

Shortline railroads that do not get involved in run-through operations on other lines sometimes just use regular VHF mobile radios with a 64V to 12V power converter.
