the photo is many years old, probably going on a decade now..
its been posted on every railfan forum in the universe, multiple times.
this is probably the 20th time I have seen it!

Its in Europe, Belgium IIRC, those were placed on the tracks by the fire crew as a joke, then the "joke photo" was taken..It was always a joke.
