Passed through Spencer yesterday AM, and all WLE tracks occupied.

Eastbound with power on the AC&Y sitting west of the diamond; all AC&Y tracks east of the diamond had cars.

Both main track and siding on the WLE west of the diamond blocked with cars.

Operational problems??
