While historically there have been "flowback" agreements between Amtrak and some railroads (such as Conrail on the NEC) for employees with prior seniority rights, I don't believe that would apply to a newly hired employee.

Part of the contract between the BLET and Amtrak states that engineers that come from another railroad earn the proper pay rate of the pay scale in lieu of starting at the lowest pay rate.

That being said, a friend who went from NS to Amtrak was able to keep his vacation time and since he was a Engineer for NS for years he got the top pay rate in accordance with the union contract.
