Caboose #95004 question

Does anyone know what the letter/symbol is to the upper left of the number? Or maybe it's just a random mark?

Based on these photos of 95003 and 95017, that looks like some sort of bracket bolted to the side of the caboose.

Receptacle for charging batteries from shore power. Quite a few roads had that.
