What's the deal with abandonment of Portland tracks ?

The discontinuance was approved. RED Technologies has the ability to switch over most of the track, w/ the exception of spur to the old Mis State Recovery facility.

Noticed activity in Middletown yard last week. They seemed to be replacing ties & adding ballast.
Has there been a problem with de-railments there ?

Yes and Yes. Well I know they had an engine on the ground a couple weeks ago. Not sure if the surfacing work is directly related to that or not. But they are doing a bunch of work in the yard.
