Railfanning in the Hampton Roads Region

Hello,
Between April 25th and April 27th, I'm going to be in the Hampton Roads area, staying in Norfolk. I'm not going to have access to any car. Where are the best spots for railfanning in the Hampton Roads Area, especially without a car?
