ODOT has posted the 2010 Oregon Rail Study (look in the Publications section). There's a lot of information there including the study of upgrading the OE to HSR between Portland and Eugene. It looks like UP is very supportive of moving passenger ops to the OE--surprise!. There are other studies to bring more passenger rail to southern Oregon and more commuter rail in the Portland region. There also is a lot of work done to inventory the condition of the various short line freight operators in the state. Also, there's a report on the cost to electrify the HSR OE with solar power. Interesting.
