This study strikes me as having a lot more in depth information than most "cases" for the reinstatement of mothballed lines. While it is specific to the Gisborne area of New Zealand, the level of detail in the engineering reports may be of interest to students of rail infrastructure, and railfans in general.

Note this is challenging geography, Coastal with unstable steep ground and many adverse conditions. Remote with bad access too. The region is isolated with poor transport infrastructure.
