Possible Form Issue

I have found in the last few weeks, I cannot use any of the posting tools (Like B, I, U, Quote, etc) in either IE 8, IE 9 or Chrome. I thought maybe it was a Chrome issue, so I tried IE 8 and IE 9 and it doesn't work either.

I did some work and found that IE is returning the following error when I press "quote"
