The initial Dubai Metro system seems to be complete, though some stations may still be unopenened. The extensions are the Green Line southeastward and the Red Line southward, though the latter will depend on the progress of development.

Dubai now also has a monorail line in the Palm Jumeirah artificial islands, and it is getting a light-rail line in nearby Al Sufouh / Al Safouh Rd.

All two lines are now open, and all the stations on them. I have found various proposals for extensions and new lines, but none have started construction.

Ruler of Dubai opens UAE’s first LRT line | International Railway Journal (Dubai Tram). It runs between the Dubai Marina and the Al Sufouh district, and it connects to both the Dubai Metro and to Palm Jumeirah's monorail line. Its LRV's and stations are air conditioned, and its stations have screen doors to keep out the outside air. Air whose temperature can go up to 50 C (122 F).

The Palm-Jumeirah Monorail (Palm Monorail, Dubai - Information on the Palm Monorail in Dubai, Palm Jumeirah Monorail - Wikipedia) runs the length of Palm Jumeirah, some artificial islands that look like a palm tree. It has two stations, one at each end, though three more were built for it. If Palm Jumeirah gets enough additional population and activity, they will open.


Elsewhere, systems are either under construction or in planning.

Abu Dhabi Metro - Wikipedia, Abu Dhabi Metro is still in planning, as far as I can tell.

Qatar Rail: Home features plans for the Doha Metro - Wikipedia, a light-rail system, and an intercity-rail system. The Doha Metro is currently under construction, and the first line should open in 2019. The light-rail system is also reportedly under construction.

A Kuwait City Metro is still in planning, though Kuwait City metro plans finalised | International Railway Journal with construction to begin in 2017.
