The study did say that increased development/density near the proposed stations would increase the viability of a CR service and the project would be eligible for federal funding. But for now it's pretty much a non starter.
While the study found a system would be technically feasible, factors such as"high initial capital costs, high annual operating costs and relatively low fare revenue" would make the project too costly.
